Of course there's nothing stopping you from running bar ends on a riser, except for it looking dorky.

One more thing is that when using gripshift you end up with a miniscule grip. My grips where about 2 inches each.
Also, some guys swear off bar ends after one "snag incident", in which they hit the ground at the speed of pain.
Some guys must be off the path blazing trails or badly bonked if they've got the snags. Ridden many years with lots of single track and never a snag....ok maybe a rub.
