Good question. I borrowed a pair of 700x28 off my fixie and here's what it looks like;

Easy-peasy on the front clearance:



And a little tighter on the rear (brake bridge). I've fitted fenders in tighter spots, for sure, but if you need a lot of extra room to spare, this probably isn't the frame for you.
