When you're 16 you can apply for a motorcycle instruction permit. There are some hoops to jump through. I recommend this course of action (I personally have maintained class M on my license since I was 16)

At 15 with a learner's permit, and under 50cc, you're golden. If you're in a rural area you might get away with riding a scooter and saying "I've got to learn somehow" when questioned.
