you cannot only stretch from that last section across from the valve stem. You must stretch as you go from the beginning. Pull left and right outward from the stem from the start and then without loosing your grip, continue pulling tangent to the rim and when your hands are opposite each other you are pushing down (don't lose your grip or you will need to start over) then stand up and continue inching around the rim (without losing your grip!) and your thumbs can push that last bit over the rim. +1 -Excellent point, may not be obvious to all. Stretch the tire as much as possible, evenly from both sides the moment you insert the stem. and never let up on the tension. If you haven't been doing this rigorously, it will probably give you the extra cms. you need.
