I rode through Green Bay a couple of years ago while on a bike tour and had no problems at all. On my way through from SE to NW, I even detoured so I could visit iconic Lambeau Field. GB is just like any other small to medium sized city. Some bike infrastructure and manageable within the city. Outlying, auto-dependent area might be more challenging.
