See first how the 28 works out. If you are happy with it, then it is good enough. On my derailleur touring bikes I use a 24 but on my rando bike I use a 30, the 30 works for that bike because that bike does not carry heavy loads.
You can pick up a 24 or 26 on-line pretty easily for not too much.
Maybe an in-line cable adjuster for your rear derailleur would make it possible to adjust it easier so you can switch to indexed.
his rd does have an adjuster on it, so it seems to just need proper adjustment, unless his shifters arent the right ones or there is another issue
