If deeper rims are your thing and black is your colour, what more could you ask for? That’s a fantastic price for a handbuilt wheelset. What more are you looking for specifically, that could help anyone to guide you? I have a set of H+Son tb14’s laced to dura ace 7600’s that was hand built and it cost me several hundred dollars more, despite my hubs being significantly cheaper than a set of Phils. So unless this wheelset isn’t actually your style, I’m not sure why you haven’t purchased it yet, to be honest.

tracksupermarket has a number of wheelsets, ans they almost all fall within your range. This one for example is exactly the same as mine and I’m jealous I could have got it cheaper:

if you want a deeper section wheel but a polished look, you could go for this:

they also do full custom wheels as well. But youd be hard pressed to find another set of wheels with Phil hubs at the price that retrogression is offering. I’m not saying Phil is the end all, be all of hubs, but they are more expensive than nearly all other track hubs, so that price is extremely good.
