That's an Italian threaded headset cup, so the proper stem size is most likely 22.2mm. If it a very inexpensive fork, it could also be 21.15mm but that is far less likely and I wouldn't expect the verniers to be 1mm off the actual mesurement

is a really inexpensive fork, and, I have
HORRIBLE luck. I mean you wouldn't believe me if I told you. Took my wife about 3 years to finally understand lol. She now fully agrees with me that I do in fact have some really uncanny bad luck lol. (most of the questions I ask to most people I already know the answers to, but I always triple check, because when I do not, I get bit in the ass. every time.)
