Yes, that will change the measured size of your tire, which changes the volume. I run 23mm GP4Ks on my 21c rims and they measure just under 27mm.

How much room does the Transonic have for fat tires. A friend of mine has a Transonic and is considering some LB 46mm hoops and 28mm tires.
