I can check later, but I haven't had any issues with tires that measure out to 28mm. Labeled 28's that measure bigger might be a different story. I'll get some pics/measurements so your friend has an idea.
Thanks. Right now he's using some 60mm Reynolds wheels and 25mm Michelin Pro4 Endurance tires. After a short spin on my bike(with 30mm Schwalbe G-One Speed tires @60psi) he's wondering how wide he can go.
