I can explain the lowrider mounts but this appears to be a stock '99 model. Surprisingly through the later '90s a lot of the lowerend Bianchi bikes came with kit like this, I guess to keep cost down while stiff offering a steel frame.
The chromo sticker on the forks is odd since the catalog shows this as a HiTen fork
