If you are buying GRX stuff then you probably will be buying a new front derailleur anyway. The extra 2.5 mm is to help with tire clearance.

48/31 actually makes lots of sense when compared to 46/30. 48/31 has more top end than 46/30 and is almost as low. One could say that it is the best of both worlds.
