It's the chamois and the cut. I've found most of the cheap bottoms I've tried are just not cut right. They are not properly bias cut, so I end up with a lot of bunching. The fit is also sometimes weird, legs too short, torso too long, bibs not shaped right, and on and on.

Agree with you on the tops. I'm more accepting of a top if the fit is not perfect, or the material is not the greatest, but it's a miserable ride when the bottoms are bad.
