Hello,
Was this eliptical decal used extensively on seat stays on Carlton frames please ?
It measures 13/16" high x 3/8" wide [20.6 x 9.5 mm]. The backgound is red, the capital letter C is gold and the "garland"

surround is blue.
Neither photograph is complete, but looked at together they represent the full decal.
