Cinelli Solida bar query

So I am building up a bike, have an XA stem (26.0), and got a decently regarded Cinelli Solida black bar for a ridiculously low price. Some questions...

1. Bar is 25.9, so it will likely need a shim. I can make one out of a can. Which is better, soup or Dr. Pepper...? Should I rough the surfaces with sand paper on both sides? Concerned since many on here consider it a death stem.

2. Bar is black. Would rather have showing parts silver. Is the finish anodization or a powder coat?

3. Better for de-anodization...
--Easy off?
--Greased Lightning?
