I would try the P-clamps first. They are cheap and normally very solid. If it does not work you can always switch to a seat post rack. I just don't know how much load a seat post rack can take if you have loaded panniers. I have also seen racks being mounted to the seat post clamp like this one.

I actually did this on one of my kids bikes by bending these long flat attachment arms that came with the rack.
