Where did you get that from? Mace is to immobilize someone trying to physically assault you, not to spray people while they're driving. The idiot cyclist who did that would probably be held liable for everything the motorist hit, and rightly so. In the case of this messenger in Toronto, I'd say the dude deserved a faceful, (but only after exiting the vehicle, of course.
