Yes, these newer Sora and Claris derailleurs can be difficult to set up correctly compared to the older versions. From the photo, it looks like the main error is the routing. The cable is going up and then 90 degrees straight right. The plate portion is not strong enough to hold the cable. These derailleurs are designed for the cable to go up and over the pin, then turn 180 degrees and come straight down in a U shape. The cable is mainly held in place by being pinched just left of the fixing bolt. The Shimano tech document page is a little confusing to follow, so I made a little video going over the tech document and trying to explain a few confusing points in routing the cable on this derailleur.
