I think the horse could use a tandem-like frame, take the seats out of course, but get him those wierd crank thingies, powerstrokes or something, the ones where each foot is independent. That way the horse could use a four-footed gait instead of alternating his front feet which would be unnatural.
As far as shifting or braking, well, duh, the rider could control that!
