It's frustrating, but at the same time these trails are in certain locations for a reason- its land that isn't developable due to potential flooding. We shouldn't be surprised when it floods, as annoying as it may be.
Excellent summary in just a few words - yup, we get those trails because the land isn't good for anything else. For decades, I used to "4 wheel" (trucks) in several of the river bottoms around here - and no one cared (in fact, the local business's polluted the land with no regard) until the DNR decided to get involved. OK, I got off track here... I have some pics of the flooding - I've passed the 10 post requirement, so lets see...
