My suspicion is that this bike left the factory with budget sewup wheels and maybe even MAFAC Racers; the MAFAC Competitions look later than the frame to my eye - I would have expected the engraved variant, not the ones like these with the sticker in a slot. That said, the P-10/PA-10 seem to be built by their own rules, even down to the graphics.
I got some info from the owner. It was his mom's bike and she was born in 1962. The original wheels were Rigida textured chrome, with a pie plate. They are (and were) 27 inch.
This is probably a bike someone pieced together from varied components. Some high-end. Some not.
