I emailed them concerning running 28C on those rims and they came back stating that the 28C was too wide for that rim. For the last 33-years I have been running 25C thru 35C tires on my Nashbar rims which are 622x17C rims with a 17mm bead width so I do not understand where they are coming from but whatever - that is what they came back with. So, that got me thinking if it is okay to run 23C tires on rims that have an outside width of 23mm, what about running 25C tires on 622x19C rims? This size rim has an outside width of 25mm. If one is okay is the other also okay?
All of those combinations would work fine. I'm not sure why H+S would say what they did, but plenty of people run 28mm tires on rims of that width.

Since wide rims allow tires to puff out a little, I think I'd try a nominal 25mm tire with the TB14s on your old bike and see how that works out.
