No issue running 28s on my Velocity A23s which are 23mm wide. Have been running 25s and 28s on my Campagnolo 19mm and 20mm rims for years, also no issues. H+ Sons is relatively new to the industry, a few years back they made patio furniture, probably still do under another name.
