Joey has explained many times that running reds allowed him to get and stay in front of traffic. Clearing entire sections while reducing or completely eliminating the incidences and risks of being passed by motor vehicles. He's also "staying out of the way" of motorists, delaying them as little as possible. It doesn't matter if he is going somewhere or not. It wouldn't work in my environment, but does in the grid.
