It’s a Sun CR18. Traditional 3x/4x builds are its raison d’etre. I don’t think I’ve ever seen one built radial, not that you couldn’t.
Must be a nipple problem then, Strange that the wheel builder didn't pick up on it in the first place and analyze it, Just replaced the broken spokes and sent it on it's way
I'd be looking for a new builder
