I ran a Tubus Tara front rack for a while and it actually made the bus rack (like the one you show) more secure. The Tara model has a hoop that goes up round the the front wheel and I'd pull that hook up over it and latch it onto the tire above it. I've also run Blackburn lowriders with that same kind of bus rack no problem at all.
