Problems replacing a spoke

This wheel has been a problem in replacing a broken spoke. The problem is that the spokes overlap the spoke hole so that I can't get a new spoke in. I could slack off the tension on all the spokes but it will be a fair amount of work to retension the wheel. As you can see from the pic, this is the rear wheel, no drive side. Any ideas?
