It would be atypical for a manufacturer to use an engraving tool for a serial number but it would be plausible to reverse engineer it to 1999, which would be consistent with the 6500 series Ultegra components that were introduced for the 1998 model year.
I emailed Habanero and they said it is most likely one of their custom frames. It has a few details that don't match up with the production frames of the era but it has all the signs of their fabricator. I emailed them again about the serial number but I assume they would have numbered their custom frames to differentiate them from the production line. Since they didn't usually number their frames then that might explain the engraving tool and not something stamped.
