I think the OP was riding on a MUP and the 'no-hands' rider likely noodling along at 20kph, not descending a hill in the wind at 60kph.

Like I said, a crash while riding with no hands is rare and the likelihood of having a crash just as the OP is riding by even lower.

Much ado about nothing. You're far more likely to have a problem passing a walker who decides to change direction as you go by or from an animal.
