You don't think the cotter, the crankset, and spindle weigh a good 3-4lbs altogether? Actually, looks like that's a Stronglight hollow cottered spindle, so maybe the whole shebang is closer to 2-3lb total. Still think you could shave a good 16-24oz off by switching to all-alloy and non-cottered spindle.
At least it's not one of the damn-near-5lb'er Nervar steel cranks and spindle.
Edit, I actually looked this up. Per Velobase, just the arms on that crankset weigh nearly 26oz (just noticed this isn't quite the exact one, but the one pictured above doesn't quite look like a Comp 55):

I'm going to guess the two steel chainrings and hardware with the required cotters are going to push the steel to nearly a pound heavier. If that had a solid (non-hollow) steel spindle and you were upgrading to a hollow non-cottered spindle you could reach the 24oz reduction range pretty easily.
