But yes, they can be. A good plastic saddle feels pretty much the same as a good leather saddle. For long distance riding, if there's any chance of rain*, I use a plastic saddle.

I have made some changes to the ones I'm using, though. They were too hard, so I cut some of the plastic off the top.



*With long distance riding there is always a chance of rain.
