Bikes: Fuji Touring, Novara Randonee

I'd want to know what kind of bike this is going on. $200 Wally-world special? Not worth it. Decent bike, say $750 or more new? Might be worth it if the $150 includes installation. $300 new hardtail? Really hard to say.
