Hubs, serial, and shifter all match up - 1949.

It's a fair guess that it's a Raleigh Popular. Even though the '48 catalog doesn't specify a Dynohub as an option, the '51 catalog does list the optional AW/GH6 combo - but with the dry battery unit. Any noticeable splices in the wires at the seatlug?
