Very labor intensive if not everything is subject to tax. Take a grocery store. In PA, prepared foods (e.g., roasted chicken, sandwiches) are subject to sales tax. Uncooked foods are not. There is also a separate tax on sweetened beverages. It's easier to simply program the register to know what is and isn't.
