Plus one on what [MENTION=302603]bikemig[/MENTION] said, and if it has thumb shifters all the better with some smooth tires that could be a very plush ride for commuting, errands etc the weird stem is probably why it didn't get ridden, someone tried to make a too small frame work and what do you know they never rode it which is why its all about fit.
