+1 on the bar/stem. This is exceedingly common among the MTBs/ATBs of this era that we find. The LBSes get them on trade-in (or whatever), and "geezer-fy" them. Entails any one or more (or all) of: stoopid tall stem and/or riser bar, spring or super-wide saddle, "suspension" seat post, cheap street tires. Flip 'em as "comfort" city cruisers. Looks like yours got a partial treatment. At least they kept the nice thumbies.
