Thank you to all the everyone for feedback and thoughts. I created a kinda MacGyver solution using mounting parts I had laying around. The result is mostly successful, allowing me to get some selfie footage as well as typical forward looking video and some clips looking along the road.
There are two thumb screws, one you see on the top right and one hidden under the Garmin. With the thumb screws, I can spin the mount at the bar-mount, and tilt the camera at the top.
