Cartridge BB's like that are generally treated as a use-upable disposable component. The cups go with the bearings and spindle and the whole thing goes into the recycle bin when it's done.

That one cup is intended to stay on there.

I haven't tried taking a Campagnolo cartridge apart and it may not be possible without destroying it.
