Bikes: '96 Litespeed Catalyst, '05 Litespeed Firenze, '06 Litespeed Tuscany, '20 Surly Midnight Special, All are 3x10. It is hilly around here!

As you said, the problem isn't with your crank, it's your front derailleur position and with the "braze-on tab" you can't get the derailleur low enough to match the 46T chainring so the shifts are sluggish. A new crank with the same size chainrings isn't likely to help the situation.
