AFAIK, there's really no difference between the 83 and 84 frames (They share the same medium point Bocama lugs). ... The question still is, is it part of the frame or the headset??
Not sure what to tell you. The one [MENTION=61614]verktyg[/MENTION] posted in his Flickr feed has this as well, top and bottom, head tube length makes it look like a 60cm. I checked my '84 PGN10, it doesn't have it (it's a 60 also). So maybe one-year only? Or maybe 1-year and only on Vitus/SuperVitus head tubes?
