I noticed that the crank arms are dated from 1973, so my question is why would this be chosen over what might have been available new in 1983? Also, what is the thinking behind having chainrings that some would not consider to be ideal for a true touring bike.
My last question is if anyone with a similar bike has fitted fenders. I measured the gap between the top of tires and the bottom of the fork or calipers and there's only about 4-5mm of space for a fender to fit in. Any ideas about this would be appreciated.

Welcome aboard, glad you found us.

First off the crank on yours is what came on touring Paramounts in the 70's, it is a great piece of history and somewhat if not correct for any touring Paramount. Yours maybe one that was repainted or upgraded by Waterford at some point or a replacement for an older one that got some of the original parts, the scenario's are plenty and we love trying to help figure it out.

Standing by for pics, there is a workaround by posting to an album on here, maybe someone else will chime in.

Does yours have a s/n on the left rear dropout?

Since we're talkin Paramount's, here's a couple of mine.
