This is incorrect. You are confusing shipping with a return fee. Jenson does not charge a return fee. The $9 is shipping, if you use their service. You can return the item via any other method if you find a lower cost.
Aside from that, PI sizing is pretty generous. Maybe you ordered Women's tights or enjoyed too much Thanksgiving.
