A quick Google search for "Bianchi Celeste touch up paint" yielded a slew of findings.

I bought a bottle online, maybe eBay. All 3 of my Bianchi bikes are a slightly different shade of Celeste - pronounced "Che-Lest-Tay" for the OCD...

A number of local Bianchi cognoscenti have mentioned that the folks at Bianchi used to mix the color on a daily basis.

Don't know when the practice stopped but a local frame builder had a long term contract with Bianchi USA to do all of their warranty frame repairs and resprays on their better model steel frames and backed up the story.

He still works on a lot of Bianchi frames even though the arrangement ended long ago. He told me that every frame is a different shade and he has to match colors when he does a repair that doesn't involve a total repaint job. The colors range from a light green to a light aqua blue.

Not really a Bianchi expert but I don't think that they went to the pearlescent color until later. I posted pictures of my 1990 Mondiale above and it's standard Celeste.
