actual tire size depends on rim width. I have measured 23 mm GP4000, and 23 and 25 GP5000. In a 14 mm inside width old Bontrager Race rim they are true to size pretty much to 120 psig. On the Bontrager Aeroles 5 with 19 mm inside width I upgraded to they are larger. The 23s are ~25 mm and the 25s are ~28 mm.
