here a nice overview covering all available high-end glare free lights. In addition to these lights with very clear cut-off features you could look into the Raveman
PR series, which has a (not so distinct) cut-off beam and a high beam function in one lamp.
In case you prefer the torch style lights (and you don't care about cut-off light design), there are tons of options...
