Goog luck, an experienced mechanic should be able to help with ideas if it's not working out.
like I said, I've had some angle of racks on bikes, more with rear racks, but given that those panniers are regular bungee and hook below and regular u shaped mounts on top, the risk of a pannier coming loose from a bump is more with an acute angle, so just be aware.
