By design, so as to fit properly for a given size. You need longer reach with flat bars, and shorter reach with drop bars as the bars themselves typically add 80-140mm of reach. Conversely, "flat bars" nowadays have ~15 degrees bend rearwards and reduce reach ~25mm depending on bar width.
