Nope. Different movie altogether.
Giovanni Valetti: Il Campione Dimenticato highlighted Valetti's 1939 Giro win over a in-his-prime Bartali. And forget Isabella Rossellini and Robert Loggia. Their nothing compared to my associate producer credit for the Valetti movie.
