If I were giving the bi-laminate thing a try, I would use a regular headtube and regular lugs, but cut the top-tube/down-tube portions of the lug to be very close to the headtube. Then I would lay the fillet over these extra-short lugs, covering the shoreline with the fillet entirely.
I did this to repair my Holdsworth/Claud Butler, only I kept both halves of the lug that broke in half. I christened the technique "sesquilaminate". It's a bit like the old French "faux épanoui".
