Drunks on horses is animal cruelty, Drunks on bicycles do a disservice to us all.
It makes sense to me. There are few opportunies to use public transportation in South Dakota and neither a bike nor horse is likely to harm others. The bike's not big enough and most horses are smart enough to get out of the way.
